Provides information on current vacancies in the Senate, the constitutional origins of the Senate vacancy clause, and its incorporation into the 17th Amendment. Reviews appointments to fill Senate vacancies since 1913, current State provisions governing Senate vacancies, and State legislation since 2009. Examines and analyzes proposals in the 111th Congress to eliminate or restrict gubernatorial power to name temporary Senators.
