- Traces evolution of FEMA administrative adjustments to disaster cost-shares for the public assistance program authorized by P.L. 93-288, the Robert T. Stafford Disaster Relief and Emergency Assistance Act, which provides assistance to States, local governments and non-profit organizations for debris removal and rebuilding of the public and non-profit infrastructure. Examines and analyzes timing and frequency of cost-share adjustments; cost-share waivers by program area; specific cost-shares in 1980s and 1990s; Hurricanes Katrina, Wilma, Dennis, and Rita; additional Hurricane Katrina cost-shares; Hurricanes Gustav and Ike and other disasters in 2009; Hurricane Sandy in 2012; and other cost-shares. Considers corollary issues related to degree of Congressional involvement in disaster recovery.
