Summary:
Provides background on President's emergency plan for AIDS relief (PEPFAR), a government-wide initiative to combat global HIV/AIDS. Reviews expiring and permanent authorities within P.L. 108-25, the Leadership Against HIV/AIDS, Tuberculosis, and Malaria Act of 2003 (Leadership Act), which authorized FY2004 to FY2008 funding for bilateral and multilateral HIV/AIDS, tuberculosis, and malaria programs; and P.L. 110-293, the Tom Lantos and Henry J. Hyde United States Global Leadership Against HIV/AIDS, Tuberculosis, and Malaria Reauthorization Act of 2008 (Lantos-Hyde Act), which combined authorize funds for fighting HIV/AIDS, TB, and malaria. Presents side by side comparisons of the Leadership Act; the Lantos-Hyde Act; and provisions of H.R. 3177 and S. 1545, both the PEPFAR Stewardship and Oversight Act, to extend certain funding authorities and strengthen program oversight.
