- Examines trade adjustment assistance (TAA), which provides trade readjustment allowance to qualifying workers who lose their jobs directly due to increased imports or shifts in production out of the U.S. Discusses development of TAA in U.S. trade policy, since its inception as a legislative option in the early 1950s to its current status as an alternative to import relief, and considers its role in promoting long-term U.S. trade liberalization agenda. Assesses extent to which TAA has been linked to renewal of trade agreements authority and passage of trade agreement implementation legislation.
