Analyzes current unrest in Syria involving armed conflict between forces loyal to President Bashar al Asad and rebel fighters opposed to his rule, and assesses status of both sides. Discusses U.S. assistance, and considers possible changes in U.S. policy regarding arms, possible intervention, and Syrian opposition. Addresses key security issues related to Al Qaeda, extremism, foreign fighters, and security of Syrian weapons of mass destruction. Examines outlook and future policy considerations for Congress related to possible appropriations and authorization issues, securing weapons supplies and sites, addressing Syria state sponsor of terrorism status, and possible questions for oversight. Includes appendices providing list of recent legislative activity, chronology of UN action, and information on U.S. sanctions against Syria.
