- Provides overview of foreign direct investment in the U.S., and discusses role of Committee on Foreign Investment in the U.S. in reviewing and investigating foreign investments to maintain homeland security. Outlines Presidential authority to develop and implement direct investment policy; and summarizes P.L. 110-49, the Foreign Investment and National Security Act of 2007, which broadens Congressional oversight and emphasizes homeland security and critical infrastructure as key elements of national security that the President must consider when evaluating the national security implications of a foreign investment transaction.
