Provides background information on tax-advantaged accounts permitted under current law to help people pay for unreimbursed medical expenses, including flexible spending accounts, health reimbursement accounts, health savings accounts, and Archer medical savings accounts. Addresses market reforms to these accounts under P.L. 111-148, the Patient Protection and Affordable Care Act, as amended; and discusses usage of these four accounts, covering accessibility and enrollment.
