- Examines HUD housing opportunities for persons with AIDS program (HOPWA), established by P.L. 101-625, the Cranston-Gonzalez National Affordable Housing Act of 1990, to address housing and service needs of individuals with HIV/AIDS and their families. Explains need for affordable housing for persons with HIV/AIDS, distribution and use of HOPWA funds, and HOPWA program formula and funding. Reviews housing funded through the Ryan White HIV/AIDS program, established under P.L. 101-381, the Ryan White Comprehensive AIDS Resources Emergency Act; and considers relationship between stable housing and health outcomes.
