- Provides background on the supplemental nutrition assistance program (SNAP), which enables low-income families to purchase nutritious food with electronic benefit transfer cards at authorized retail stores and provides nutrition education to program participants. Discusses categorical eligibility for SNAP benefits and issues raised by it. Describes three different types of categorical eligibility, including traditional, narrow, and broad-based categorical eligibilities. Provides recent information on current State practices with regard to categorical eligibility, and summarizes past proposals to restrict categorical eligibility to families based on Temporary Assistance for Needy Families benefits and services.
