Provides overview of homeless assistance grants, and defines homelessness. Describes recent changes to HUD homeless assistance grants programs under the Homeless Emergency Assistance and Rapid Transition to Housing Act; and explains how HUD distributes aid from current programs, including the emergency solutions grants program, continuum of care program, and rural housing stability assistance program.
