Examines interest rates applicable to Subsidized Stafford Loans borrowed by undergraduate students. Reviews Obama Administration FY2013 budget request, H.R. 4628, S. 2343, and P.L. 112-141, the Moving Ahead for Progress in the 21st Century Act, all to reduce interest rates made to students from 6.8 percent to 3.4 percent.
