Examines the self-employment assistance (SEA) program created by P.L. 103-182, the North American Free Trade Agreement Implementation Act of 1993, which provides an avenue for combining income support during periods of unemployment with activities related to starting a private business. Covers SEA eligibility; SEA amount, duration, and program interaction; State availability of SEA; and barriers to SEA participation. Addresses SEA expansion under P.L. 112-96, the Middle Class Tax Relief and Job Creation Act of 2012; and assesses SEA programs.
