Summary:
Provides overview of P.L. 95-511, the Foreign Intelligence Surveillance Act (FISA), and other laws governing Government authority to conduct surveillance for foreign intelligence purposes. Describes changes made by Title VII of FISA, as added by P.L. 110-261, the FISA Amendments Act of 2008, which created new separate procedures for targeting non-U.S. persons and U.S. persons reasonably believed to be outside the U.S. Covers legislation in the 112th Congress to extend Title VII of FISA until Dec. 31, 2017.
