Summary:
Presents issues regarding management of coal combustion residuals (CCR), which are inorganic materials generated when pulverized coal is burned at electric utilities and independent power producers; and explains standards relevant to a CCR permit program. Analyzes amendments to the Resource Conservation and Recovery Act as proposed in H.R. 2273, the Coal Residuals Reuse and Management Act, and S. 3512, the Coal Ash Recycling and Oversight Act of 2012, both to create a State-implemented permit program for management and disposal of CCR.
