Reviews spectrum policy provisions in P.L. 112-96, the Middle Class Tax Relief and Job Creation Act of 2012, that require reallocation of spectrum, new assignments of spectrum rights, and changes in procedures for repurposing spectrum used by Federal Government. Addresses emerging policy issues.
