Summary:

Examines current policies on application of benefits to same-sex partners of Federal employees, and reviews certain policy debates about extension or removal of these benefits. Presents data on prevalence of same-sex partner benefits in private and public sector. Analyzes S. 1910 and H.R. 3485, both the Domestic Partnership Benefits and Obligations Act of 2011, to permit Federal employees to extend insurance, long-term care, and other benefits to same-sex partners. Reviews considerations regarding same-sex benefits and Federal employees. Provides cost estimates of extending health insurance and survivor benefits to the same-sex domestic partners of current Federal employees and annuitants, and reviews related policy options and specific legislative issues.
