- Summary:
- Discusses potential change to rulemaking process proposed in legislation to extend requirements of Executive Order 12866 (E.O. 12866) to independent regulatory commissions (IRCs). Provides brief overview of IRCs and E.O. 12866, which requires that agencies complete cost-benefit analysis of "economically significant" rules, considering potential costs, benefits, and feasible alternatives to proposed and final rules; and requires centralized review of "significant" rules in OMB Office of Information and Regulatory Affairs. Considers implications of extending requirements of E.O. 12866, and analyzes potential changes to the order that have been proposed in the 112th Congress.
