- Describes declaration process under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, which authorizes the President to issue declarations that provide States and localities with a range of Federal assistance in response to natural and man-made incidents. Analyzes each type of declaration that has been issued or denied from 1953 to 2011, including fire management assistance grants, emergencies, and major disasters. Addresses possible causes for increase in declarations, including increases in severe weather incidents, population growth, Federal policy changes and political considerations, and changes in State policies and circumstances. Examines possible methods for controlling declarations and their cost. Includes graphs.
