- Discusses justifications for credit programs, Federal credit concepts, and budgetary treatment of Federal credit prior to enactment of the Federal Credit Reform Act of 1990 (FCRA). Explains current budgetary treatment of Federal credit under FCRA, and addresses implementation of credit reform, including credit reform provisions of P.L. 105-33, the Balanced Budget Act of 1997.
