Describes current economic and budgetary environment, and discusses revenue loss and distributional effects of Bush Administration tax cut provisions in P.L. 107-16, the Economic Growth and Tax Relief Reconciliation Act of 2001, and P.L. 108-27, the Jobs and Growth Tax Relief Reconciliation Act of 2003, both extended until the end of 2012. Examines Bush tax cuts within context of current and long-term economic environment, and considers options for Congress regarding Bush tax cuts in light of their upcoming expiration. Addresses long-term economic effects of tax rate increases. Includes graphs and tables.
