This report is one in a series of updates. For the most recent coverage of this report series, please see 11-RL-34458 in the 2011 issue.
Examines aggregate House Member mass mailing data from 1997-2011, to ascertain how many pieces of mass mail were sent by Representatives annually, total cost of those mailings, proportion of overall mail costs that Member mass mailings constituted, and annual percentage of Members who sent at least one mass mailing. Evaluates quarterly variation in Member mass mailing volume and whether these variations reflected cyclical trends. Considers whether mass mailing volume was higher in election years than in non-election years.
