- Describes traditional funding for major disaster declarations, both through annual requested amounts and supplemental appropriations to meet greater, unanticipated costs associated with major disasters, in light of recently enacted P.L. 112- 25, the Budget Control Act of 2011 (BCA), which included a number of budget-controlling mechanisms. Provides overview of how disaster assistance is appropriated, what factors affect how much Federal Government spends on disasters, how disaster relief is impacted by BCA, and policy implications for disaster assistance going forward under constraints of BCA.
