Describes statutory provision authorizing "Gang of Eight" notifications, which are oral briefings of certain particularly sensitive covert action intelligence activities that the intelligence community limits to chairmen and ranking members of House and Senate intelligence committees. Discusses requirements for notifications of sensitive covert actions to Congress, including changes to "Gang of Eight" notification procedures under P.L. 111-259, the FY2010 Intelligence Authorization Act. Reviews legislative history of the "Gang of Eight" notification provision, and examines impact of such notifications on Congressional oversight.
