Summary:
Examines estimates of effects of U.S. use of Agent Orange during Vietnam war upon Vietnamese population and environment, follows evolution of U.S. position on the issue, and reviews U.S.-Vietnam Dialogue Group proposed 10-year Declaration and Plan of Action to address legacy of Agent Orange in Vietnam.
