Summary:

Provides background on links between conflict minerals, human rights abuses, and the mining of and trade in these minerals. Addresses concerns about role of conflict minerals in human rights abuses and conflicts in far eastern Democratic Republic of the Congo (DRC). Discusses approaches to breaking mineral-conflict linkages, including mineral supply chain of custody controls and other proactive monitoring efforts, known as "due diligence"; Section 1502 of P.L. 111-203, passed as H.R. 4173 to break links between mineral trade and conflict in eastern DRC; and U.S. policies and programs to counter trade in conflict minerals. Considers outlook for curtailing or ending conflict and human rights abuses in eastern DRC.
