- Provides background on the Lord's Resistance Army (LRA), a sectarian guerilla group in Uganda and other areas of central Africa that has drawn international attention due to its infliction of widespread human suffering and its potential threat to regional stability; and reviews international and regional efforts to end LRA. Examines implementation and impact of P.L. 111-172, the Lord's Resistance Army Disarmament and Northern Uganda Recovery Act of 2009, which states that it is U.S. policy to work with regional governments toward a comprehensive and lasting resolution to the conflict, and authorizes U.S. humanitarian, security, and development responses. Considers issues for Congress and outlook for U.S. policy.
