Examines ongoing challenges to interagency coordination for civilian security-related missions abroad, and approaches to improving current civilian national security system. Reviews brief history of interagency reform during the 1990s and 2000; summarizes Clinton, Bush, and Obama Administration measures and initiatives; and discusses key problems in context of current interagency structure.
