Provides overview of rules of origin (ROO) system, which determines country of origin of a manufactured product for assessing tariffs, enforcing trade remedies, quantitative restrictions, and statistical purposes. Discusses advantages and disadvantages of ROO schemes as implemented by US; illustrates how application of ROO system can lead to country of origin determinations that could be inconsistent with U.S. policy objectives or goals, or that could encourage businesses to circumvent them; and discusses options for Congress.
