Summary:
Provides background on P.L. 112-25, the Budget Control Act (BCA) of 2011, which established new budget enforcement mechanisms for reducing Federal deficit by at least $2.1 trillion by FY2021, including statutory limits on discretionary spending. Reviews budgetary effects of insurance coverage and other key spending provisions of P.L. 111-148, the Patient Protection and Affordable Care Act (PPACA) of 2010, which increases access to affordable health care for the uninsured, makes health insurance more affordable for those already covered, and provides for general health care reform. Examines how automatic spending reductions triggered by BCA might affect health reform implementation under PPACA.
