Reviews background and history of HHS Child Care and Development Block Grant (CCDBG) program, established to provide formulated allotments to States to subsidize the child care expenses of low-income families and administered by the Office of Child Care. Summarizes program rules and benefits, State application and plan, funding, and Federal enforcement of State compliance with CCDBG statutes and collection of data.
