- Provides overview of project labor agreements (PLAs), which are agreements worked out between labor and Federal agencies guaranteeing certain wages, benefits, and hours for the duration of large public works projects, in return for no work stoppages or strikes. Reviews Feb. 6, 2009, Executive Order 13502 issued by President Obama to encourage Federal agencies "to consider requiring" use of PLAs on large-scale construction projects; and presents pro/con arguments.
