- Provides overview of purposes and program structure of the education for homeless children and youth (EHCY) program, which provides formula grants to State educational agencies to help ensure all homeless children and youth equal access to free and appropriate public education, including public preschool education. Covers history of program funding; issues regarding implementation of Elementary and Secondary Education Act (ESEA) Title I-A set-asides for homeless students; data on the number of LEAs receiving EHCY grants and on the characteristics of homeless students; and discussion of proposed changes to EHCY included in bills introduced in the 112th Congress to reauthorize ESEA. Provides information on number and percentage of homeless students by State, and discusses legislation adopted in the 110th-111th Congresses that impacts EHCY. Includes tables and graphs.
