- Provides background on the child support enforcement program (CSE), and summarizes methods by which State CSE agencies obtain child support obligations. Focuses on State and Federal authority and the authority of their courts to use the threat of incarceration and/or actual incarceration for situations involving contempt of court and criminal nonsupport. Examines implications of threat of jailing noncustodial parents who are delinquent in meeting their child support obligations, and places imprisonment option in policy context.
