Provides background on social security Government pension offset, under which the social security spousal benefits of certain retired Federal, State, and local government employees are reduced by two-thirds of the value of their Government pensions. Explains rationale for, and reviews legislative history of, the Government pension offset. Examines who is affected by the offset, summarizes major issues, and reviews GPO "last day rule."
