- Describes relevant Medicaid and health insurance exchange provisions in P.L. 111-148, the Patient Protection and Affordable Care Act (PPACA), as amended, that rely on modified adjusted gross income (MAGI). Discusses Medicaid eligibility, premium credits, and definition of income under PPACA; and provides illustrative examples of what composition of social security and non-social security income would qualify early retirees for Medicaid and premium credits under the MAGI definition of income.
