- Provides background on hydraulic fracturing, which involves pumping fluids under high pressure into underground low permeability rock formations to crack them, and recover resulting oil and natural gas. Reviews the National Environmental Policy Act (NEPA), which requires Federal agencies to consider potential environmental consequences of the actions they propose to take through preparation of one of three NEPA documents. Examines situations in which the USDA Rural Development Agency and Delaware River Basin Commission argue that they do not need to conduct a comprehensive environmental review of hydraulic fracturing under NEPA.
