- Examines how the Endangered Species Act serves as implementing legislation for the Convention on Nature Protection and Wild Life Preservation in the Western Hemisphere (Western Hemisphere Convention) and for the Convention on International Trade in Endangered Species of Wild Fauna and Flora. Analyzes Sept. 2011 petition brought under the Pelly Amendment, arguing that oil extraction involving Canadian tar sands is harming species at risk of extinction in violation of the Western Hemisphere Convention and the migratory bird treaty between the U.S. and Canada.
