Discusses post-9/11 terrorist watchlist screening reforms and modified National Instant Criminal Background Check System (NICS) procedures for Brady background checks. Discusses terror gap legislation introduced following Fort Hood shooting, focusing on S. 34 and H.R. 1506, both the Denying Firearms and Explosives to Dangerous Terrorists Act of 2011, to authorize Attorney General to deny transfer of firearms or issuance of firearms and explosives licenses and permits to "dangerous terrorists."
