- Analyzes House of Representatives volume of electronic "Dear Colleague," which are official correspondence distributed in bulk to Members in both chambers to persuade others to cosponsor or oppose a bill prior to introduction, inform colleagues of events connected with Congressional business, and set or modify House procedures. Examines data from electronic "Dear Colleague" system to trace trends about use, characteristics, and purpose of "Dear Colleague" letters in the House; and explores some hypotheses that might explain data results. Addresses questions for potential future development of the electronic "Dear Colleague" system. Includes tables and graphs.
