Summary:
Provides information on types of major rules that may be covered by H.R. 10/S.299, the Regulations from the Executive in Need of Scrutiny (REINS) Act, which would require enactment of a joint resolution of approval before any "major rule" could take effect. Identifies how many major rules have been issued in recent years, which agencies have issued them, and why certain rules published during 2010 were considered major rules under the Congressional Review Act, which requires each Federal agency to send its covered final rules to the GAO Comptroller General and both houses of Congress before the rules can take effect.
