- Reviews background and history of HHS Child Care and Development Block Grant (CCDBG) program established to provide formulated allotments to States to subsidize the child care expenses of low-income families, in light of recent HHS announcement of new Office of Child Care to administer the Child Care and Development Fund. Summarizes program rules and benefits, State application and plan, funding, and Federal enforcement of State compliance with CCDBG statutes and collection of data. Examines program integrity and accountability, 2007 final rule on State match requirements, and data collection; and addresses CCDBG provisions for religious providers, Indian tribes and tribal organizations. Discusses quality rating and improvement systems.
