Provides overview of prior Federal judicial treatment of the Second Amendment. Examines >District of Columbia v. Heller</EMPHASIS>, regarding whether D.C. firearms laws violated Second Amendment rights of individuals who were not affiliated with any State-regulated militia, but who wished to keep handguns and other firearms for private use in their homes.
