- Explains House Rule VII, Clause 7 ( c ), which requires all bills and joint resolutions to provide a document stating "as specifically as practicable the power or powers granted to Congress in the Constitution to enact the bill or joint resolution," in order to be accepted for introduction by the House Clerk. Discusses constitutional authority for four selected categories of legislation, including authorization legislation, appropriations legislation, legislation that places conditions on the availability of Federal funds, and legislation that repeals existing laws and/or programs.
