Report reviewing results of Millennium Challenge Corp. (MCC) compacts with Cape Verde and Honduras, examining whether MCC achieved performance targets and sustainability for projects in the regions, and assessing progress of compacts goal to reduce poverty and increase income.

Congress established MCC to administer the Millennium Challenge Account to distribute U.S. foreign aid to and fund economic development in poverty stricken developing countries that meet and demonstrate a commitment to specified economic, humanitarian, and political criteria.
