Summary:
Joint report, prepared by House Oversight and Government Reform Committee and Senate Judiciary Committee staffs, examining impact on Mexico of Department of Justice controversial Operation Fast and Furious, in which law enforcement agents allowed and monitored transactions between gun shop merchants known as Federal firearms licensees and straw purchasers suspected to be connected to Mexican drug cartels.
The Department of Justice intended to observe the purchasers to identify additional members of a firearms trafficking network and establish a nexus between straw purchasers in the U.S. and drug-trafficking organizations (DTOs) operating in Mexico.
Straw purchasers are individuals who are legally entitled to purchase firearms for themselves but who unlawfully purchase weapons with the intent to transfer them to DTOs or other criminals.
