- Examines accelerated vehicle retirement (AVR) programs in Japan and South Korea, also known as "cash for clunkers" programs, in light of disparity in U.S.-made vehicles sold in the AVR programs of these two countries, as compared to high sale of Japanese and South Korean-made vehicles in U.S. AVR program. Provides overview of U.S. automobile trade with Japan and South Korea, and explores possible violation of national treatment obligations in the General Agreement on Tariffs and Trade and World Trade Organization with regard to vehicle retirement programs. Includes tables and graphs.
