- Reviews S. 3209, the Safe Chemicals Act, and H.R. 5820, the Toxic Chemical Safety Act of 2010; both to reform the Toxic Substances Control Act to shift the burden of demonstrating safety from EPA to manufacturers and processors of chemicals, and to prohibit manufacture, processing, and distribution of any chemical substance or mixture for which safety has not been demonstrated to EPA satisfaction. Assesses their effects on current law, and considers alternative approaches to reform. Provides side-by-side comparison of S. 3209, as introduced; and H.R. 5820, as introduced; and current law.
