Summary:
Provides background on corporate average fuel economy (CAFE) standards, which require automobiles and light trucks to meet specified fuel economy standards for each model year. Describes attribute-based standards under the model year 2011 rule. Reviews CAFE and reduction of carbon dioxide emissions; and the Consumer Assistance to Recycle and Save Act of 2009, to establish a program to provide vouchers to prospective purchasers toward the purchase of a new, fuel efficient vehicle, provided the trade-in vehicle is sent for scrappage.
