Outlines changes to supervision of key market infrastructure under Title VIII of P.L. 111-203, the Dodd-Frank Act, known as the Payment, Clearing, and Settlement Supervision Act of 2010, which expands Federal Reserve role, in coordination with other prudential regulators, with regard to the supervision, examination, and rule enforcement of "financial market utility" (FMU) and payment, clearing, and settlement (PCS) activities of financial institutions (FIs). Introduces basics of PCS systems and activities, and presents major systems operating in the U.S. Describes different risks, including systemic risk, that are commonly associated with PCS systems and activities. Discusses oversight authority of FMU and FI regulators in place prior to enactment of the Dodd-Frank Act, and summarizes changes made by Title VIII, including new regulatory oversight authority of the Federal Reserve. Addresses implementation of Title VIII by relevant agencies and the impact of Title VIII on FMUs and FIs.
