Describes rulemaking requirements and authorities of the Bureau of Consumer Financial Protection (CFPB) under Title X and Title XIV of P.L. 111-203, the Dodd-Frank Wall Street Reform and Consumer Protection Act, which require or permit CFPB to issue regulations implementing provisions of the statute. Identifies selected regulatory oversight procedures and requirements not applicable to CFPB rules, and discusses authority of newly established Financial Stability Oversight Council to "stay" or "set aside" CFPB rules.
